Santiago asks COA to rule on government savings

Apparently anticipating an adverse opinion from the Commission on Audit (COA), Sen. Miriam Defensor-Santiago is getting ready to ask the Supreme Court to rule whether heads of offices can use savings "at their absolute discretion."   Santiago wrote COA Chairperson Grace Pulido-Tan last week asking the commission for a "study, report and recommendations" that would define the constitutional word "savings" and the constitutional phrase "pubic purpose."   However, Tan came out in media supporting the position of Senate President Juan Ponce Enrile that he could realign the savings of the chamber, convert these into additional "maintenance and other...
