MANILA, Philippines—The Metropolitan Manila Development Authority on Monday said its Unified Vehicular Volume Reduction Program (UVVRP), or the number-coding scheme, will not be lifted in Quezon City despite President Benigno Aquino's State of the Nation Address (Sona) at the House of Representatives in Batasan, which is located in that city. Barred to travel in major thoroughfares every Monday are vehicles with plate numbers ending in 1 and 2.
