MANILA, Philippines – The Light and Metro Rail Transit systems will continue operations despite heavy rains brought by typhoon "Labuyo" (international name: Utor),  a spokesman of the  Light Rail Transit Authority (LRTA) said  on  Monday.   LRTA spokesperson Atty. Hernando Cabrera, in his official Twitter account (@attycabs), assured the train riders that the LRT-1, LRT-2 and MRT-3 will remain operational.       The average daily passengers of the LRT lines stand at 500,000 while the MRT accommodates an estimated 400,000 commuters.   The LRT-1 connects the Roosevelt station in Quezon City to Baclaran in ParaƱaque City, while LRT...
