MANILA, Philippines—Tropical depression Fabian made its way out of the Philippine area of responsibility Friday morning but monsoon rains will continue in parts of the country, the state weather bureau said. Fabian was last observed 340 kilometers west of Laoag, Ilocos Norte, with maximum sustained winds of 55 kilometers per hour a speed of 11 kph, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.
