MANILA, Philippines—Western sections of Luzon and Visayas will experience rains caused by the southwest monsoon on Wednesday, when the country celebrates its Independence Day, the state weather bureau said. "Luzon and Visayas will experience cloudy skies with light to moderate rainshowers and thunderstorms. Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms," the Philippine Atmospheric Geophysical and Astronomical Services Administration, or Pagasa said.
