MANILA, Philippines — Tropical depression "Quedan" maintained strength as it moved north slowly, the state weather bureau said Monday. The cyclone was last observed 910 kilometers east of Borongan, Eastern Samar, packing maximum sustained winds of 55 kilometers per hour near the center, the Philippine Atmospheric Geophysical and Astronomical Services Administration said. Quedan has so far not directly affected the country and is expected to exit the Philippine area of responsibility by Tuesday evening.
