MANILA, Philipines—Floodwaters in most areas of Metro Manila have subsided as of Wednesday morning, but several portions of Manila City remained submerged, the Metropolitan Manila Development Authority said. As of 6:15 a.m., MMDA-Metrobase said local government units of Makati, Taguig and Pasay have confirmed that flood waters in their areas had generally subsided, except in at least three villages in Pasay that still have knee-deep waters. SM City-Sucat is also already passable, Metrobase said, as well as Roxas Boulevard.
