WASHINGTON – The White House budget director late Monday ordered federal agencies to begin closing down after Congress failed to pass a budget to avert a government shutdown.   "Agencies should now execute plans for an orderly shutdown due to the absence of appropriations," said Sylvia Mathews Burwell, director Of the White House Office of Management and Budget in a memo.   The order was issued 10 minutes before the US government officially ran out of money after a day of angry brinkmanship between the Republican-controlled House of Representatives and the Senate, where Democrats have the majority.   Burwell urged Congress to pass a temporary operating ...

MANILA, Philippines— In an apparent change of heart, Senate President Franklin Drilon decided on Tuesday  to just leave it to his colleagues in the Senate to decide whether or not to issue a subpoena to Janet Lim-Napoles, the alleged mastermind in the P10 billion "pork barrel"funds scam. Drilon said the matter concerning the appearance and testimony of Napoles  before the investigation of the buue ribbon committee would be discussed in a caucus when Senate resumes session on October 14. "In view of the response of Ombudsman Conchita Carpio-Morales, I will submit the issue whether to issue a subpoena to Napoles to the decision and judgment of the senators," he said in a stat...

This is odd. Bunch of Vs. Hardly any theme material in the bottom of the grid. It's interesting and non-standard, I'll give it that. But the theme feels pretty thin, and the Vs don't really make much of a visual impact, so I'm lukewarm on this one. Outside of the theme, there's some nice fill here and there. I liked COP TO and LIVING WILL (which I had wondered about, puzzle-wise—sometimes the NYT likes to avoid morbidity, but apparently this answer's OK, which is good). UP TO YOU, also nice. NICE JOB, even. Real, *real* outlier here is KISLEV. Been doing puzzles a long time, can't remember ever seeing this particular Hebrew month. Needed every cross for sure on that one. Everything else was pretty familiar. After KISLEV, I struggled most in the area around LAIN / MILES, actually (LAIN, in particular, was virtually impossible for me to see—just didn't compute). Not sure why you go SHAVER / AVES when SHIVER / IVES allows you to avoid the abbrev. Both the composer and the printer IVES are pretty famous. At least as famous as NIVEN, at any rate. But AVES isn't sooo offensive (just avoidable). Like the parallel complete first-person sentences I HOPE and I WON'T. I also like baseball, which I have to get back to watching now. Even though I don't care about either of the teams playing (Tampa Bay / Texas), I'm still hooked. It's a crazy game. Watched a no-hitter two days ago that ended with the winning pitcher in the on-deck circle (32D: Pitchers' hitless games, in baseball slang=NO-NOs). That just doesn't happen. But then it did. Amazing. So I gotta go watch.

MANILA, Philippines — One communist rebel was killed while five soldiers were injured in a clash in Davao Oriental early Tuesday. Troops from the Army's 67th Infantry Battalion encountered about 25 members of New People's Army in Aliwagwag village in Cateel town at about 2a.m., said Army's 10th Infantry Division spokesman Captain Raul Villegas. MANILA, Philippines – Chess Grandmaster Wesley So on Monday denied the National Chess Federation of the Philippines' claim that he has given his word he'll play in the 27th Southeast Asian Games from Dec. 12-22 in Naypyidaw, Myanmar.

"I was surprised to read that the NCFP was claiming I have agreed to play in the SEA Games," said the 19-year-old So, who is currently ranked 34th in the FIDE world rankings with a rating of 2710.

"I haven't confirmed or even talked to them, they should talk to me directly," added So, who has athletic scholarship at US Division I chess champion Webster U.

So's strong-armed response was a product of the failure of the NCFP as well as the Phl Olympic Committee and Phl Sports Commission to support or even recognize the former's feat of copping an unprecedented gold medal in the 27th Summer Universiade in Kazan, Russia last July.

"Somehow I feel that my federation does not care about me or my goals," said So, who will turned 20 on Oct. 9, on his Twitter account, @wesleySo93.

So, however, isn't closing the door on a possible appearance in Myanmar.

"I'm not closing the door on playing in the SEA Games, but they should talk to me. So far they haven't contacted me yet, everything I read [was] from the media," he said.

So's Webster U coach, five-time world women's champion Susan Polgar, defended his student.

"He represented the RP in World Cup, Olympiad, World University...Never represented other countries. I don't understand," said Polgar on his Twitter handle, @SusanPolgar.

NCFP executive director Jayson Gonzales a few days ago said So is "under contract" to play in the SEA Games and all other tournaments approved by the POC.
