Espina now No. 4 in PNP

MANILA, Philippines—Police Director Leonardo Espina is no longer the chief of the National Capital Regional Police Office. He has been promoted to the fourth highest position in the Philippine National Police.   Espina, who had served as NCRPO chief for 10 months, took his oath as chief directorial staff at the PNP headquarters in Camp Crame Thursday.   Chief Insp. Kimberly Molitas, spokesperson for the NCRPO, said as a protocol, the NCRPO's deputy regional director for administration Chief Supt.
