MANILA, Philippines—A low pressure area was spotted near Mindanao embedded along the intertropical convergence zone, which means it will bring rains to southern Luzon, Visayas and Mindanao, the state weather bureau said Tuesday.   The LPA was observed 1,210 kilometers east of Mindanao, the Philippine Atmospheric Geophysical and Astronomical Services Administration said in its 6 a.m. weather bulletin.   "Palawan, Visayas and Mindanao will experience cloudy skies with light to moderate rainshowers and thunderstorms," it said.   Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, ...
