MANILA, Philippines – Batanes Group of Islands was placed under storm Signal No. 3 while other areas in Northern Luzon also had storm signals as typhoon "Odette" (international name Usagi) threatened Northern Luzon early Friday.   The typhoon packed maximum sustained winds of 175 kilometers per hour and gusts of up to 210 kph, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.   It could still intensify as it remained at sea or 410 kilometers east of Aparri, Cagayan.
