MANILA, Philippines—A low pressure area off Aurora has combined with the southwest monsoon (habagat) to bring rains to parts of Luzon, according to the state weather bureau.   The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said early Monday that the LPA was spotted 750 kilometers east of Casiguran, Aurora, even as the southwest monsoon is affecting southern Luzon and the Visayas.   Should the LPA intensify into a cyclone it will be called "Odette."   Metro Manila, Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon), Central Luzon and the province of Mindoro will experience cloudy skies with moderate to occa...
