MANILA, Philippines – A new low pressure area was spotted near Mindanao while tropical depression "Paolo" slightly intensified Friday.   The LPA was last observed 980 kilometers east of Northern Mindanao, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.   "Paolo," meanwhile, packed maximum sustained winds of 55 kilometers per hour and was forecast to move west slowly.   It was last observed 240 kilometers west of Subic, Zambales.   "The provinces of Mindoro and Northern Palawan will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flash...
