MANILA, Philippines—Tropical depression "Odette" moved to Tuguegarao City, Cagayan, early Tuesday, according to the state weather bureau. The Philippine Atmospheric Geophysical and Astronomical Services Administration (pagasa) said the cyclone continued to move west and was last spotted 830 kilometers east of Tuguegarao, packing sustained winds of up to 55 kilometers per hour.
