JOHANNESBURG—South Africa's broadcasting regulator has granted a local satellite television service permission to air the country's first pornography channels, amid resistance from religious and community groups, a statement said Wednesday. The Independent Communications Authority (ICASA) ruled that "there is no law of general application prohibiting the production and distribution of adult content" by TopTV.
