MANILA, Philippines—The second cyclone in the Philippine territory for the year, tropical depression "Bising" has maintained its strength as it moved slower north northwestward, the state weather bureau said Saturday. Signal No. 1 or winds of 45 to 60 kilometers per hour remained in Camarines Sur, Catanduanes, Albay and Sorsogon, Northern, Western and Eastern Samar, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.
