PH-US Balikatan Exercises kicks off Friday Apr 4th 2013, 22:50 MANILA, Philippines—Despite protests, PH-US Balikatan Exercises kicks off Friday at Camp Aguinaldo.   Expected to attend are Department of Foreign Affairs Secretary Albert Del Rosario, Defense Secretary Voltaire T.
