MANILA, Philippines—A new low pressure area was spotted off Davao City Thursday morning, the state weather bureau said.   The Philippine Atmospheric Geophysical and Astronomical Service Administration said the LPA was observed 190 kilometers east of Davao City as of 4 a.m.   "Eastern Visayas and Caraga region will experience cloudy skies with moderate to occasionally heavy rainshowers and thunderstorms which may trigger flashfloods and landslides," the weather bulletin said.   Meanwhile, Mimaropa (Mindoro Occidental and Oriental, Marinduque, Romblon and Palawan), Bicol region and the rest of Visayas and of Mindanao will have cloudy skies with light to m...
