Tropical storm 'Nando' finally out of PH

MANILA, Philippines--Tropical storm 'Nando' (international name Kong-Rey) is already out of the Philippine area of responsibility midday Thursday.   In its final bulletin for the storm, the Philippine Atmospheric Geophysical and Astronomical Services Administration said Nando was last observed 20 kilometers east of Northern Taiwan.   It packed maximum sustained winds of 105 kilometers per hour near the center and gusts of up to 135 kph.
