MANILA, Philippines—Social Welfare Secretary Dinky Soliman on Monday hailed as "modern-day heroes" the 5,179 volunteers who helped the department with relief operations for the victims of Tropical Storm "Maring."   Soliman said that since Aug. 20, volunteers had trooped to the National Resource Operations Center (NROC) of the Department of Social Welfare and Development (DSWD) in Pasay City to assist in relief efforts.   As of Aug. 25, the last day of the operations, the volunteers repacked 116,202 family food packs and 2,884 nonfood items for distribution to the six regions affected by the calamity.   "I am ecstatic and humbled by the tur...
