MANILA, Philippines—Tropical storm "Nando" (international name: Kong-Rey) continued to move away from the country in a north northwest direction Wednesday morning.   Nando, which was last observed 120 kilometers east of Batanes, is expected to exit the Philippine area of responsibility (PAR) by Thursday, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.   The storm packed maximum sustained winds of 85 kilometers per hour and gusts of up to 100 kph.   Signal No. 2 remained hoisted over the Batanes Group of Islands, while Cagayan, Calayan and Babuyan Group of Islands remained under Signal 1.
