ILOILO CITY—The fugitive outgoing barangay (village) captain who allegedly gunned down his three siblings in Pontevedra town in Capiz surrendered in Iloilo City late Wednesday afternoon. Manuel Arcenas gave himself up to police and Pontevedra Mayor Esteban Jose Contreras at a house in Villa San Lorenzo in La Paz District before he was brought to the regional police headquarters at Camp Martin Delgado where he underwent investigation, according to Insp. William Limjuco, Pontevedra police chief. Limjuco said Manuel's wife Ruby arranged her husband's surrender.
