MANILA, Philippines—Three people were arrested by police in Batangas Wednesday evening after it was discovered that the truck they were riding contained over 20 dogs, a Philippine National Police official said. Chief Superintendent Benito Estipona, Calabarzon regional director, identified the suspects as Cabrera Generoso Garga, Roneto Medina, and Rosendo Magsino who were held along Diocno Highway in Lemery, Batangas around 6:40 p.m. Estipona said a concerned citizen relayed to authorities that a Hyundai Grace Van (WRP 965) loaded with dogs that were alive was travelling along the highway and was on its way to Baguio City to allegedly deliver the animals.
