Clinton out, Kerry in as US secretary of state Feb 2nd 2013, 00:48 WASHINGTON— Hillary Rodham Clinton formally resigned Friday as U.S. secretary of state, capping a four-year tenure that saw her shatter records for the number of countries visited.
