BAGUIO CITY, Philippines—The ballots have been counted in many provinces, giving fresh mandate to new leaders by July. But the canvass continues to be agonizing in some provinces like Pampanga, La Union and Ifugao, due to malfunctioning precinct count optical scan (PCOS) machines.
