Cloudy skies, rains in parts of PH due to northeast monsoon Feb 11th 2013, 01:35 MANILA, Philippines – The northeast monsoon or "hanging amihan" will continue to prevail over Luzon while several parts of the country will have cloudy skies with light to moderate rains, the state weather bureau said Monday.   "Cagayan Valley and the provinces of Aurora and Quezon will experience cloudy skies with light rains. Eastern Visayas will have cloudy skies with light to moderate rainshowers and thunderstorms," the Philippine Atmospheric Geophysical and Astronomical Services Administration said in its weather bulletin.   Meanwhile, the rest of the country will be partly cloudy with isolated rainshowers or thunderstorms particularly over Bicol Region, ...
