MANILA, Philippines – The northeast monsoon or "hanging amihan" will continue to prevail over Luzon while several parts of the country will have cloudy skies with light to moderate rains, the state weather bureau said Monday. "Cagayan Valley and the provinces of Aurora and Quezon will experience cloudy skies with light rains.
