Grim weather delays Aquino arrival in Dumaguete Feb 19th 2013, 04:35 DUMAGUETE CITY- Bad weather has delayed the arrival of President Benigno Aquino III who was scheduled to attend the inauguration of the second facility of Qualfon, a business process outsourcing company, Tuesday morning.   However, Senator Franklin Drilon delivered the President's speech on his behalf at the inauguration.   Still, Aquino is still expected to attend the 2 p.m. rally of the Liberal Party senatorial candidates to be held at the Lamberto Macias Sports Center in Dumaguete City.   In Cebu, the LP has changed the venue of its Tuesday rally from the vacant lot across the Talisay City Hall to the Tabunok Sports Complex, also in Talisay City. ...
