MANILA, Philippines – Intermittent rains rendered portions of Manila City impassable to light vehicles Monday morning, but traffic in most parts of Metro Manila remained normal, traffic officers said.   Senior Police Officer 1 John Falonzon of Manila Police District-Traffic Division said Espana was not passable to light vehicles as well as Quirino Taft Avenue until Vito Cruz.   Rizal Avenue-Tayuman, Doroteo Jose corner Rizal Avenue, and both directions fronting the Manila City Hall along Burgos, Falonzon said, were not also passable   "Plaza Sta.
