MANILA, Philippines – A weak southwest monsoon is affecting extreme Northern Luzon and will bring light to moderate rains there, the state weather bureau said Monday. "Cagayan Valley and the regions of Cordillera and Ilocos, the provinces of Zambales and Bataan and the islands of Batanes, Babuyan and Calayan will experience cloudy skies with light to moderate rainshowers and thunderstorms," the Philippine Atmospheric Geophysical and Astronomical Services Administration said.
