KIDAPAWAN CITY—Former North Cotabato Gov. Emmanuel Piñol, who had earlier announced that he was conceding to reelectionist Gov. Emmylou Taliño-Mendoza, has reversed himself, saying that massive fraud has forced him to protest the results of the balloting.
