MANILA, Philippines -- The regions of Ilocos, Cordillera and Cagayan Valley will experience partly cloudy to cloudy skies with isolated light rains as the northeast monsoon or "hanging amihan" continued to affect Northern Luzon, the state weather bureau said Friday.   Temperatures also started to drop due to Amihan.
