MANILA, Philippines—The unified vehicular reduction program or number coding is suspended starting today, Thursday, to allow motorists to travel to the provinces for All Saints' and All Souls' Day, the Metropolitan Manila Development Authority posted on Twitter.   This, however, doesn't include Makati and Pasay, the MMDA said.   The MMDA said the enforcement of the number coding scheme would resume Monday.  ...
