Rainy Monday in Northern, Central Luzon Oct 20th 2013, 23:59 MANILA, Philippines – Northern and Central Luzon will experience rains due to the northeast monsoon, the state weather bureau said Monday.   "Metro Manila and the regions of Ilocos, Cordillera, Cagayan Valley and Central Luzon will experience partly cloudy to cloudy skies with isolated light rains," the Philippine Atmospheric Geophysical and Astronomical Services Administration said.   Meanwhile, the rest of Luzon, Visayas and Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.   Moderate to strong winds blowing from the northeast will prevail over Luzon and its coastal waters will ...
